Teacher charged for relationship with student
A Rockwall County man who teaches in the Quinlan Independent School District faces charges that he engaged in a sexual relationship with one of his students.
Kevin Lawrence Carr, 28, has been charged in 382nd District Court with both sexual assault of a child and an improper relationship between educator/student. The case is being prosecuted by the Rockwall County District Attorney’s office.
Carr was a life skills teacher and an assistant volleyball coach at Quinlan Ford High School. He was also a nominee for the QISD athletic department’s Employee of the Year in 2008.
The investigation was undertaken by the Quinlan ISD Police Department, which then sought assistance from the Texas Rangers. The case was filed at the DA’s office.
Though Quinlan is located inside Hunt County, the case was filed with the Rockwall DA because the alleged criminal offense is said to have occurred in Carr’s Rockwall County home. The date of offense is June 1 according to records with the district court.
“Given the fact that the case had already been fully investigated by the Quinlan ISD police department, there was no reason for a local agency to get involved,” said Rockwall District Attorney Kenda Culpepper.
Carr was briefly detained at the Rockwall County on Nov. 25, but released after posting bonds in the amount of $45,000. No trial date has been set yet in the case.

BEST grants awarded to new teachers
RISD students were scrambling back to classes this past week. Along with the new students were a whole new slate of first-year teachers. At the beginning of each school year, the Rockwall ISD Education Foundation, Inc. presents each new teacher — new to Rockwall and new to the teaching profession — with a grant of $200. The funds are to assist the teacher in offsetting the expenses of setting up a classroom.

TAMU-C attendance tops 10,000 for Fall
Texas A&M University-Commerce registered its 10,000th student on Friday, Aug. 20 at 2:38 p.m. making the fall 2010 enrollment one of the largest in school history.
As of 3 p.m., university enrollment was up to 10,031 students with more students expected prior to the first day of class on August 30. -

City of Fate will hold public hearings on tax rate Sept. 7
The City of Fate will hold public hearings Monday and Sept. 7 on a proposal to increase property tax revenue by 13.2 percent.
Both public hearings will be held at the Fate Community Center, beginning at 7 p.m.
The proposal calls for the city’s tax rate to increase from 21.44 cents per $100 of taxable value to 24.69 cents. -
