ROCKWALL —
The Rockwall City Council meeting July 16 included ways to make the city of Rockwall and its residents better stewards of nature and its animals.
After producing a criteria that includes a 90 percent live outcome and an euthanasia protocol, the council chose to privatize the city’s animal shelter to the Collin County Humane Society.
“I’m excited for what the future holds and I think we are in good hands,” council member Mark Russo said.
The city has run the animal shelter since being built in 2008, however, the council has decided to bid out the services after their 90 percent live outcome mandate in 2011. With the unanimous approval of their contract at the meeting, the transition is expected to take place on Aug. 1
The council also voted unanimously to approve a community garden behind First United Methodist Church. Edward J Rubush Jr, said that the garden will donate half of its produce to Rockwall’s Helping Hands while offering the other half to its congregation on a donation basis, with the proceeds going back into the garden. Rubush also said that they hope to start planting this weekend.
“We are going to be planting different types of vegetables throughout the whole year and to get the endorsement of the church they wanted to make a mission so we decided we would support the helping hands food bank with half of the produce,” Rubush said.
City staff brought an item to council regarding the Rockwall County Planning Consortium coming up in August so the council could recommend any road projects or improvements to be discussed. Council member Russo suggested ramps on I-30 among other suggestions like widening 205. The council will be working with the city staff to decide what else could benefit the city and what they will be recommending to county commissioners.

The actual rock wall once discovered by the founders of the city was excavated by local father-son duo Kevin and Daniel Richeson for an episode of the History Channel series “America Unearthed,” scheduled to air in November.
