The Rockwall City Council will soon have a new face among its ranks due to councilmember Mark Russo resigning to prepare for his next role in serving Rockwall as justice of the peace in precinct three.
“I just wanted to say it has been a honor serving the city of Rockwall and the city council for the last four years,” Russo said. “The city of Rockwall has some of the most exemplary staff possible and it has been a pleasure working with them. Rockwall is truly the best place on earth. The most recent Republican primary run-off election has provided me an opportunity to serve the citizens of Rockwall as Justice of the Peace in precinct three. It is now, with a heavy heart, that I submit my resignation effective Tuesday, Sept. 18, 2012. This is to ensure that there will be time to name a suitable replacement. Again, it has been an honor to serve the citizens of Rockwall and I look forward to serving you guys in the future in my newest capacity humbly and dutifully.”
Russo was elected to the Rockwall City Council in May of 2008 and has also spent time on Rockwall’s Historic Preservation Board.
“Mr. Russo was elected in the run-off of the primary to take the office of justice of the peace,” Mayor David Sweet said. “What he has
decided to do, and I think it is the right thing, he has lot of things ahead of him as he continues. He has to continue to provide for his
family, he has a young wife and a little one to take care of, he will have to prepare himself to become a justice of the peace and then of
course he has staff that he needs to be concerned with. He has a lot to do between now and January of next year so I think he has made the
right decision to go ahead and resign at this point. I understand that he wanted to go through September where he can stand by the budget by
his vote and participation in the budget.”
Sweet said that he encourages those people interested in the temporary position to look at the responsibilities and their time restraints. He
said that the council will be appointing someone to fill the position until the next election and they will have more details about the
application process at their next meeting set for Aug, 20.
The council then approved a resolution that will not only allow Suntex Marinas to finish covering G dock at Chandlers Landing but allow the
marina to waive three parts of the fire code in lieu of buying and maintaining a fire protection boat. The marina has agreed to purchase
a Harbor Guard 24’ F24 fire boat and maintain it while the Rockwall Fire Department utilizes it for fire protection. The management of the
marina expects the boat to be ready in December and cost $175,315.
They also set a public hearing for input on the city’s budget for fiscal year 2013 on Sept. 4. City staff expects to lower the current
tax rate by $.0006.
The council got the ball rolling on the downtown improvements that were passed in the May elections with two agenda items.
