County awards grounds maintenance contract

ROCKWALL — The grounds of the new Rockwall County Courthouse should start seeing some improvement, thanks to a contract the Rockwall County Commissioners Court approved Tuesday morning with AGS to maintain the grounds, beginning Nov. 1.

The court also approved a contract with Tropical Johns for weeding the flower beds, removal of dead trees and maintenance of existing trees between now and when AGS takes over grounds maintenance in November.

The court approved the appointment of Kim Sweet as tax assessor for Rockwall County. Sweet, wife of Rockwall Mayor David Sweet, was the Republican nominee for the position. She will be sworn in at the historic Rockwall Courthouse this Saturday at 8 a.m.

Sweet will be replacing former Tax Assessor Barbara Barber’s unfinished term from Sept. 1 to Dec. 31. The individual elected in the Nov. 6 general election will then take office. The Rockwall Democrats did not submit a nominee to the court.

“I think Kim is the right way to go,” Barber said.

The court approved an engagement letter with Pattillo, Brown & Hill to conduct an audit for the fiscal year ending on Sept. 30. Pattillo, Brown & Hill have performed the independent audit for the county for several years.

County Judge Jerry Hogan appointed Commissioners Dennis Bailey and David Magness to a committee to work with a group of individuals who wish to erect a bronze statue of U.S. Congressman Ralph Hall on the grounds of the Rockwall Courthouse. All of the commissioners supported the idea, although they expressed concerns with the proposed process. The group had wished to remain anonymous.

“I’m concerned with the method,” Magness said. “The public needs to know the source of the funds for the statue. We want to end up with something that is pleasing to the representative, the court and the public. I’m not being negative, I just don’t want the project to get ahead of itself.”

The court was updated on the status of RHP 18, the regional health partnership that Rockwall County is a part of along with Grayson and Collin counties. The two issues still before the court are where IGT (intergovernmental transfers) funds for mandated health infrastructure projects will come from and whether Rockwall County will join the East Texas RHP. The East Texas RHP has an RHP anchor hospital in Tyler, while RHP 18 does not.

The court also authorized the Open Space Alliance Group to make expenditures up to $5,000 on the condition that they be approved by Precinct 1 Commissioner Jerry Wimpee. The group will be working on a website and easily-identifiable logo.
