Council updates park policy for sports team practices

ROCKWALL — Policy change was on the agenda at the Oct. 1 Rockwall City Council meeting regarding the use of parks in the city.

Spurred on by complaints from residents, the council advised city staff to bring a proposition to this meeting that would restrict where sports teams could practice within the city parks system. They brought back a policy similar to one already in place for renting space in the parks for large gatherings.

“There will be signage that will be located at each of these parks that will say ‘Hey, if you have a sports team that wants to utilize the park, then please contact the city’ and then what will happen is we will go through and have a schedule,” Mayor David Sweet said. “And we do that now it is no different from when you rent pavilions in Harry Myers Park or the pool there.”

The parks department will work with the Rockwall Independent School District to schedule practice times for teams on proper fields. Along with utilizing fields already built and maintained, the council advised staff to look for fields that could be converted to practice fields relatively easily.

Sweet said that as well as scheduling on proper fields, the policy was designed to discourage large team practices and gatherings in neighborhood parks designed for neighborhood use. The policy passed unanimously by council.

The council also approved a concession agreement at the Harbor that will bring the Big D Boat Club’s watercraft rental business to the Harbor.

“We have always been a lakeside community and we wanted to take advantage of that, but I think with the development of the Harbor there is a synergy created and a place to point to where all the activities are going on down on the lake,” Sweet said.
